Aliso Canyon Settlement Makes $40 Million Available for Home Electrification

Residents affected by the 2015 Aliso Canyon gas leak can now apply for financial incentives to replace gas-powered appliances with cleaner, energy-efficient electric alternatives. The Aliso Canyon settlement program will provide $40 million in funding, beginning with an initial $20 million available to eligible homeowners.

The incentives are designed to help San Fernando Valley residents improve indoor air quality, reduce household energy consumption, and transition away from natural gas.

Who Qualifies for Aliso Canyon Home Electrification Incentives?

Homeowners with single-family residences in the designated Aliso Canyon impact area are eligible to participate in the program.

Income-qualified households may receive up to $31,800 in incentives to help cover the cost of replacing gas appliances and installing electric alternatives.

The program initially focuses on single-family homes, with opportunities for owners of multiple properties expected to become available later.

Eligible improvements include:

  • Electric heat pumps: Energy-efficient systems that provide both heating and cooling.
  • Electric water heaters: Alternatives to traditional gas-powered water heaters.
  • Electric and induction stoves: Cooking appliances that eliminate indoor emissions from burning natural gas.
  • Other qualifying electric appliances: Additional equipment approved under the program.

Why Is This Funding Available?

The funding stems from the massive natural gas leak at the Aliso Canyon storage facility near Porter Ranch in October 2015.

The leak continued for more than 100 days, releasing nearly 100,000 metric tons of methane and other substances into the atmosphere. Thousands of San Fernando Valley residents reported health concerns, including headaches, nausea, and nosebleeds.

Approximately 8,000 families were temporarily relocated while crews worked to stop the leak.

In 2021, Southern California Gas Company and its parent company, Sempra Energy, reached a settlement of up to $1.8 billion involving approximately 35,000 plaintiffs who reported personal injuries and property damage.

The home electrification funding is intended to help affected communities reduce their reliance on natural gas and improve residential environmental conditions.

How Electric Appliances Can Benefit Homeowners

Replacing older gas appliances with electric alternatives can provide several benefits.

Improved indoor air quality: Gas stoves release pollutants such as nitrogen dioxide and benzene. Switching to electric cooking eliminates emissions associated with burning gas inside the home.

Potential energy savings: Modern heat pumps and other high-efficiency electric appliances can reduce energy consumption, although actual utility bill savings depend on electricity rates, equipment efficiency, and household usage.

More efficient heating and cooling: Electric heat pumps can provide both heating and air conditioning, helping homeowners maintain comfortable indoor temperatures throughout the year.

Reduced reliance on natural gas: Electrification can lower household fossil fuel consumption and associated emissions.

Evan Kamei, director of TECH Clean California, said the program is intended to support healthier homes, lower energy costs, improved cooling, and local employment opportunities.

Aliso Canyon Residents Continue to Feel the Impact

For residents who experienced the 2015 gas leak firsthand, the incentive program represents another step toward addressing its lasting effects.

Carol Kamei, a longtime resident near the Aliso Canyon Natural Gas Facility, recalled experiencing nosebleeds and smelling gas during the incident. She temporarily relocated to Hollywood while the leak was being addressed.

Kamei, who participated in the litigation against SoCalGas, hopes to use the new incentives to replace her gas oven with an electric model.

Her experience reflects the concerns of many residents who continue to seek improvements in environmental safety and household health following the disaster.

How to Learn More About Aliso Canyon Rebates

Residents interested in replacing gas appliances should review the eligibility requirements and available incentives through TECH Clean California, the statewide initiative involved in distributing the funding.

The program offers an opportunity for qualifying homeowners in the Aliso Canyon impact area to make energy-efficient upgrades while reducing installation costs.

Homeowners should confirm their eligibility, approved equipment, and available funding before beginning any installation work.
